On October 12, 2026, Chairman of the Standing Committee of the National People’s Congress (NPC) Zhao Leji held talks with Chairman of the National Assembly of Viet Nam Tran Thanh Man at the Great Hall of the People in Beijing, and the two sides co-chaired the second session of the joint committee between the legislative bodies.

Zhao Leji said that in April this year, General Secretary and President Xi Jinping held productive talks with General Secretary and President To Lam, charting the course for building a higher-level China-Viet Nam community with a shared future that carries strategic significance. China stands ready to work with Viet Nam, following the strategic guidance of the top leaders of the two Parties and two countries, and guided by the six overall goals of “greater political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, stronger popular support, closer multilateral coordination and better handling of differences,” to push for deeper and more substantive progress in building the China-Viet Nam community with a shared future. The two sides should cement strategic mutual trust, maintain the sound momentum of high-level exchanges, strengthen strategic communication, and firmly support each other. They should deepen practical cooperation, advance infrastructure connectivity, and expand cooperation in emerging areas such as artificial intelligence, the digital economy, clean energy, and communications satellites. They should strengthen public support by deepening exchanges in culture, education, and sports. They should intensify multilateral coordination, jointly implement the four major global initiatives, and promote an equal and orderly multipolar world and universally beneficial and inclusive economic globalization. China is ready to work with ASEAN countries, including Viet Nam, to jointly advance the building of a peaceful, safe and secure, prosperous, beautiful and amicable home.

Zhao Leji stressed that the NPC of China is ready to work with the National Assembly of Viet Nam to take the implementation of the important common understandings reached by the top leaders of the two Parties and two countries as the main line, base its efforts on the functions and duties of the legislative bodies, further enhance cooperation, and better serve the overall development of China-Viet Nam relations. The two sides should establish and make good use of the regular exchange mechanism and share experience in legislation and oversight. It is important to promote the implementation of legal documents on mutually beneficial cooperation and create a fairer, more transparent and more predictable business environment. It is important to build bridges for sub-national, business and people-to-people exchanges, actively promote stories of China-Viet Nam friendship and outcomes of practical cooperation, and make the friendship between the two countries more deeply rooted in the hearts of the people.

Tran Thanh Man said that under the strategic guidance of the top leaders of the two Parties and two countries, the Viet Nam-China comprehensive strategic cooperative partnership and the building of the community with a shared future that carries strategic significance have continued to deepen. Viet Nam firmly believes that under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China will surely achieve the Second Centenary Goal and make greater contributions to regional and world peace and development. Viet Nam regards its relations with China as a strategic choice and top priority of its foreign policy and is ready to enhance strategic mutual trust, expand cooperation in economy, trade, investment, infrastructure, science and technology, and intensify people-to-people and cultural exchanges. The National Assembly of Viet Nam is ready to strengthen cooperation with the NPC of China, give full play to the role of the committee mechanism, deepen exchanges and mutual learning on legislation, oversight and representative work, and contribute to elevating Viet Nam-China relations to new levels.
