Notice on the Adjustment to the Requirement of Health Code Application (May 23, 2022)

Embassy of the People’s Republic of China in the Republic of Albania has adjusted the requirement of health code application for all China-bound passengers according to current COVID-19 pandemic situation and the feature of the new variants. Starting from May 23, 2022, all China-bound passengers departing from Albania are required to take COVID-19 tests according to the following requirement to apply for health code (including Health Declaration Certificate Health Code for Non-Chinese passengers).

1. All China-bound passengers, regardless of COVID-19 vaccination, are required to take a COVID-19 RT-PCR test respectively in the two test labs designated by Chinese Embassy in Albania within 24 hours before boarding their flights and also required to take one COVID-19 Antigen test within 12 hours before boarding (for the flights to be boarded in the morning, the Antigen test can be taken in the last afternoon before the flight; for other flights, the Antigen test shall be taken on the same day or within 12 hours before boarding ).

2.Required Documents and Application Procedures

(1). Non-Chinese passengers shall visit the following website: 

https://hrhk.cs.mfa.gov.cn/H5/ to create an account, then log in and apply for health code.

(2). Documents to be uploaded shall be clear and complete. Please keep the test reports, vaccine certificates and other documents with QR codes unfolded and clear. Documents required are as follows:

①Two negative RT-PCR test reports and one negative Antigen test report, vaccination certificate (if vaccinated) and Letter of Commitment on COVID-19 Vaccination (please see attachment 1 ).

② Residence Certificates (one of the following documents, passport of Albania, Residence Permit for Foreigner, visa, passport page with Albania-entry stamp or other documents indicating the date of arrival in Albania). 

③Detailed flight itinerary (only one transit is allowed to reach China,   including passenger’s name, passport number, flight number, ticket number or booking reference and other necessary information).


3.Passengers with infection history

(1) Passengers diagnosed with COVID-19 or tested positive for nucleic acid RT-PCR test are considered as having an infection history.

(2) To apply for health code, these passengers are required to contact Chinese Embassy in Albania at least 21 days prior departure and provide the following documents for recovery confirmation.

A. Personal information, diagnosis certificate and positive test reports, recovery certificate (if any).

B. Two negative reports of RT-PCR tests performed within 3 days (tests shall be taken in two designated hospitals respectively with an interval at least 24 hours). The date of recovery certificate and RT-PCR test reports shall be later than the date on the diagnosis certificate of COVID-19  infection and on the COVID-19 positive reports.

(3) Applicants will be informed to proceed to quarantine and health monitoring after the confirmation of recovery. It is required to undergo at least 14 days quarantine and fill truthfully Personal Health Monitoring Form (please see attachment 2 ). Passengers in special cases will be required to undergo a prolonged health monitoring period. 

(4) Applicants shall report health condition to the Embassy after quarantine and health monitoring.

A. Applicants showing no symptom can apply for health code by providing 2 negative RT-PCR reports tested within 24 hours before departure and a negative Antigen test report within 12 hours before departure. If any RT-PCR report is positive, applicants shall undergo treatment and then apply for confirmation of recovery by providing 2 negative RT-PCR tests reports in line with the requirements in 3.(2).B. 

B. Applicants develop any symptoms such as fever, cough, diarrhea during the self-quarantine and health monitoring shall take RT-PCR tests. If all the results are negative, proceed to a 14 days quarantine and health monitoring again. If the any one of the results is positive, applicants shall get treatment and undergo recovery confirmation process after recovery in line with the requirements in 3.(2).B.


4. Passengers who are close contacts of confirmed COVID-19 cases

Passengers who have had unprotected contact with confirmed, suspected or asymptomatic cases are considered as close contacts. Close contacts or passengers showing suspected symptoms are required to self-quarantine for 14 days, monitor health conditions daily and fill truthfully Personal Health Monitoring Form. Take RT-PCR tests on the 1st, 4th, and 7th day of self-quarantine. After completing the above-mentioned procedures and if all the tests results are negative, applicants can apply for health code by providing 2 negative RT-PCR reports tested within 24 hours before departure and a negative Antigen test report tested within 12 hours before departure after confirming their recovery by the Embassy. Applicants develop any symptoms such as fever, cough, diarrhea during the self-quarantine, please contact the Embassy. Passengers with a positive antigen test result in health code application shall undergo the same process as close contacts.
